Non-RCRA Hazardous Waste: All hazardous waste regulated in the State of California, other than RCRA (federally-regulated) hazardous waste. A hazardous waste is presumed to be RCRA hazardous waste, unless it is determined pursuant to Section 66261.101 that it is a non-RCRA hazardous waste. Offsite: Any site that is not onsite. DEFINITION OF DISPOSAL 22 CCR 66260.10 California uses the federal definition of hazardous waste disposal and adds that disposal includes "abandonment of any waste." The addition of this language to the federal definition identifies one more activity that is regulated as disposal in California. OSHA's Hazardous Waste and Emergency Response standard (HAZWOPER) requires that workers be trained to perform their anticipated job duties without endangering themselves or others.
